Please add keyboard shortcuts, possibly alt-{, alt-} to transform window to fill top/bottom half of screen

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9765.63.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.90 Safari/537.36
Platform: 9765.63.0 (Official Build) beta-channel samus

Steps to reproduce the problem:
1. Alt-[ and Alt-] transform window to fill 50% horizontally, left and right-aligned respectively

What is the expected behavior?
An equivalent shortcut to fill 50% vertically, top or bottom aligned.

What went wrong?
No such shortcut currently exists.

Did this work before? No 

Chrome version: 61.0.3163.90  Channel: n/a
OS Version: 9765.63.0

thanks for suggestion - we'll evaluate it and see if there is wider application. I'll the bug once decided.
