Slovak keyboard layout doesn't resolve keys modify by cmd correctly

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.91 Safari/537.36

Example URL:
https://dvcs.w3.org/hg/d4e/raw-file/tip/key-event-test.html

Steps to reproduce the problem:
1. On mac, Change your keyboard layout to Slovak
2. go to https://dvcs.w3.org/hg/d4e/raw-file/tip/key-event-test.html
3. Type in cmd + ' 
NOTE: it resolves to cmd + §

What is the expected behavior?
it should resolve to cmd + ' since this is the correct key if you open keyboard viewer.  this also works on firefox correctly.

What went wrong?
The key is modified by cmd on Slovak layout and isn't handled by chromium

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 61.0.3163.91  Channel: stable
OS Version: OS X 10.12.6

Checked the issue on reported version 61.0.3163.91 and on latest canary 63.0.3220.0 on Mac 10.12.6 with the mentioned steps:
1.Changed the keyboard to Slovak. 
2.Typed  cmd + ' and cmd + § . When tried on firefox and other versions of chrome like 60.0.3112.113 and 50.0.2624.0,
seeing similar behavior . Attaching the screenshot for reference.

@Reporter: Could you please let us know whether we are missing anything in steps.

I tested this on latest chrome and latest Firefox

Chrome: 61.0.3163.91
Firefox: 55.0.3 (64-bit)

This seems to be fixed in future versions of Chrome. Would you mind testing in Canary (https://www.google.com/chrome/browser/canary.html)?

I can confirm this is fixed in chrome canary.  Do you know when that will reach stable?

I'm on Version 63.0.3223.8 (Official Build) canary (64-bit)

Status: Duplicate (was: Unconfirmed)
I'm *fairly* sure that this is a duplicate of an issue which was fixed in M62. Based on the release calendar (https://www.chromium.org/developers/calendar), M62 is on the beta channel now, and should be released around October 17th!
