jetstream -release builds running wrong test suites.

whirlwind-release, gale-release, arkham-release are not running the jetstream_cq suite that whirlwind-paladin and gale-paladin builders are.  This makes it hard to get a baseline on that suite.

Is this just a matter of editing the chromeos_config for them?
