Close icon on Settings window is garbled after switching back from tablet mode.

What steps will reproduce the problem?
1. Open Settings window
2. Flip device to tablet mode and then back to normal mode
3. Observe close icon

What happens?
Icon is garbled

This does not appear to be Settings related.

I can see this issue with settings window opened and then connecting to external monitor. Issue seen on build: Chrome OS 10032.30.0, 63.0.3239.39 eve device.

Re c#3: The button icon should just be 'x'. In the screenshot attached in bug description, the 'x' icon has an outline around it. Also, maximize button is missing.
