[Findit] keyerror 'output_ref' when looking for first failure for each test

The root cause of this error is that https://luci-milo.appspot.com/buildbot/chromium.linux/Android%20Tests/46023 one shard timed out and no outputs_ref is saved in task data.

Currently just ignore such case, but later we may need to better handle steps with exceptions.
