CSS grid input shrinks when out of focus

Steps to reproduce the problem:
1. visit https://s.codepen.io/fossprime/debug/pWyveL/DqADdEwPGyjA
2. try to type a comment
3. 

What is the expected behavior?
comments are typed and input stays same size

What went wrong?
No idea.

Unable to reproduce the issue on reported version 61.0.3163.0 and on latest canary 63.0.3220.0 on Mac 10.12.6 , by following test case provided in the comment #2. Seems like this issue is reproducible only on debugging mode, hence requesting blink team to look in to this issue
