Can't use left-handed mouse when login screen shows exclamation mark

Project Member Reported by mbw@google.com, Sep 19 2017

Issue description

Google Chrome	61.0.3163.90 (Official Build) beta (64-bit)
Revision	0
Platform	9765.63.0 (Official Build) beta-channel tricky
Firmware Version	Google_Tricky.5829.18.0

Steps To Reproduce:
(1) See my profile picture with an exclamation mark inside a triangle instead of a password field
(2) Click on it with my primary (right) mouse button

Expected Result:
It tells me what the problem is, lets me log in somehow, e.g. it shows the Google sign in screen where I can enter my password and touch my security key.

Actual Result:
Nothing. No response at all. Eventually I realize I have to click my secondary (left) mouse button. The login screen is normally ambidextrous, and should be in this case as well.
