[Sync] Audit commit responses for potential bandwidth savings

Especially in the context of commit only types, but also more generally. Make sure that we're not currently sending back unnecessary fields.

Currently we send back 1 for version on USER_EVENTS, which we should definitely stop.

But before any change are made, we need to understand the impact and backwards comparability problems of potential changes.
