Unable to select value of readonly text input

Chrome Version       : 62.0.3202.18
OS Version: Ubunu 14.04, Windows 10

Other browsers tested: Chrome 61.0.3163.91 (OK)

What steps will reproduce the problem?
  We're seeing an issue in Google Forms:
  1. Create a form (https://forms.google.com/create).
  2. Click "SEND" button in the top right corner. A dialog opens.
  3. Select the tab with the "link" icon. A readonly text input containing a link is displayed.
  4. Try selecting the text in this readonly input.

What is the expected result?
  Text in the input can be selected.

What happens instead of that?
  It is impossible to select the text in this input.

Please provide any additional information below. Attach a screenshot if
possible.

  This issue only occurs on Chrome 62. It works fine on v61.

Able to reproduce the issue on windows 7 , ubuntu 14.04 and Mac OS 10.12.6 using M62 #62.0.3202.18 and M63 #63.0.3219.0 .

This is a regression issue broken in M62.

Using the per-revision bisect providing the bisect results,
Good build: 62.0.3165.0(Revision: 488876).
Bad build: 62.0.3167.0(Revision: 489499).

You are probably looking for a change made after 489362 (known good), but no later than 489363 (first known bad).
