Tested the issue on 60.0.3112.90 and on latest canary 63.0.3219.0 using windows 10,Ubuntu 14.04 and Mac 10.12.6 and is reproducibel with steps mentioned in comment#0. Manual Bisect Info: ================ Good Build:62.0.3165.0 Bad Build:62.0.3166.0 You are probably looking for a change made after 489130 (known good), but no later than 489131 (first known bad). I'm not sure what's wrong here but changing how the elastic scrolling setting on macOS only isn't going to affect Windows network connectivity.
