Page flickers when tap on mailto: url link

Issue description

App Version: 63.0.3219.0
iOS Version: 9.3.5, 10.3.3, 11.0 
Device: iPhone and iPad
URL: cnn.com

Precondition: 
1. Gmail app and inbox by gmail should be installed in device
2. Chrome Settings>>Content Settings>>Compose email>>Turn on the Ask me which app to use every time

Steps to reproduce:
1. Launch chrome app
2. Go to cnn.com and tap on any link
3. Tap on mail icon 

Observed results:
Notice that the page flickers before displaying the context popup

Note 1: In iPad a new tab displays for a few second and closes before displaying the context popup
Note 2: Issue persists only for cnn.com for other webpages ( like bbc.com) the page flicker is not noticed

Expected results:
The page shouldn’t flick

Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Not tested
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): No on M61(permission to select a email app is from M62)
Bug reproducible on the current beta channel build (App Version, iOS Version): No on M62 (code is not yet merged in M62)

Status: WontFix (was: Untriaged)
To be clear, what happens is that when you click on the mail link, it opens a new tab to about:blank, and that tab then closes when it is navigated to the mailto link. So, ultimately this is a minor cosmetic issue in the CNN javascript, not a bug in Chrome.
