[Missing Test]: Download tray is empty for a malware download

Automated tests for the below commit have been missing.Would it be possible to add test coverage to avoid regressions in future?

This was the result of a bad design decision. Hiding overflowing downloads is done differently now and I think it's unlikely to fail again in the same way.
