Issue descriptionChrome Version: 63.0.3218.0 OS: Chrome OS What steps will reproduce the problem? (1) Powerwash device (2) Pass through OOBE, but don't login (3) Start a guest session (4) Open settings page and hover over the "person" icon next to "send diagnostics and usage data" What is the expected result? The mouseover says something that isn't broken. What happens instead? The mouseover says "This setting is managed by the device owner, ." (comma space period) In principle we might want to explain that the user has to leave guest mode and login to claim the device as device owner. But maybe it would be sufficient to remove the comma and the space? Side note: How is that expected to work for users without a mouse? Tapping on the "person" symbol does nothing.

I think we can just change the hover text to "This setting is managed by the device owner."
