Regression : Tab Focus is seen Missing on 'Add Supervised user' button in Sign-out screen

Issue description

Chrome Version:  62.0.3202.28/9901.21.0 dev-channel Daisy,Candy and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user -> Sign out -> Now in Profiles page Click on 3 dot menu so that 'Add Supervised User' Button is seen
(2)Now press 'Tab' button until focus reaches to 'Add Supervised user' button and observe for Blue Focus (Please refer Video and screenshot)

Expected: Focus should be seen on  'Add Supervised User' Button
Actual: Instead Focus is seen missing on 'Add Supervised User' Button i.e. 'Add Supervised User' text is seen Bold

This is Regression issue as same is working fine in 60.0.3112.114/9592.94.0 Stable-channel Daisy

@glevin : Please confirm the Behavior

Note : Issue is also seen on latest build M-63

This change appears to have been a deliberate part of  Issue 718159 :

Yes, it's intended to use bold text to indicate focus instead of blue border. Thanks for checking.
