Regression:Unnecessary blink of Voice input bar is seen while opening Emoji palette of Virtual Keyboard

Chrome Version:62.0.3202.28/9901.21.0 dev-channel Daisy,Candy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user ->Enable 'On-Screen keyboard'
(2)Open chrome://settings/languages >>Input method and Click to Turn On the toggle button of 'Show input options in the shelf'
(3)In Input methods overlay,click on Emoji palette and Observe(kindly refer video)

Actual:Unnecessary blink of Voice input bar is seen
Expected:Instead,it shouldn't be seen

This is a Regression issue as same is working fine in M-59

Note:Issue is not seen in Linux,Windows OS
