What steps will reproduce the problem?
1. Launch chrome, navigate to http://codelab.ktam.org/videord.html 
2. Click on play icon of first three videos (wait for the videos to play)
3. Click on ‘Toggle step’ button and observe the 50 and 60 numbered video

Actual: Play button is not seen for the videos (and when clicked on the 3 dots icon overlay is seen chopped)
Expected: Play button should be seen for the videos

This is an Regression issue broken in M-55 and below is bisect info:
Good build: 55.0.2858.0 
Bad build: 55.0.2859.0 

You are probably looking for a change made after 417920 (known good), but no later than 417921 (first known bad).
