Feature <Swipe gestures> should disable in Pinyin&Zhuyin

Steps:
1.Switch to Pinyin input method
2.Type something to make candidates&Down icon pop up
3.Click on the two edges of the keyboard


Actual:
1.1 Feature <Swipe gestures> shows on keyboard(This brings below issue)
2.1 Candidates disappear, only Down icon show.


Expected
Feature <Swipe gestures> disable for Pinyin input method

Note:
Not repro on 61.0.3163.70
9765.48.0 beta-channel caroline(video attached FYI).
