Context Menu doesn't show if more than 1 top level item is present

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.18 Safari/537.36

Steps to reproduce the problem:
1. Install the attached extension
2. Check that the context menu is not created when right-clicking a page
3. Comment one of the chrome.contextMenus.create lines in the test.js file and reload the extension. It'll now show the context menu item.

What is the expected behavior?
It should show both items in a submenu automatically like it did in previous Chrome versions

What went wrong?
No context menu item was shown

Did this work before? Yes 61

Does this work in other browsers? Yes

I forgot to mention that this severely impacts my Chrome extension.

The context menu is one of the main features of the extension and without it much of the functionality will be lost.

Is it possible for this bug not to cross over to the production version? Or will it always cross over since it's already in beta?

Unable to reproduce the issue on reported version 62.0.3202.18 and on latest canary 63.0.3220.0 on Windows 10 with the mentioned steps below.
1. Downloaded and extacted the attached extension and installed it.
2. After installing, when right clicked, submenu is seen in the context menu. Attaching screencast for reference.

@Reporter: Could you please let us know if we missed any steps and  Could you please check this issue by creating a new profile without any apps and extensions and please let us know if the issue still persist or not. Thank you for the test!

Today I was updated to Version 62.0.3202.29 (Official Build) beta (64-bit) and the issue is gone.
