Regression: Unnecessary tabstrip gets blank in Incognito mode.

Issue descriptionChrome Version: 63.0.3219.0 (Official Build) 67ae3f5d8124e37b0fb71995bef29c9bd31ee9f4-refs/heads/master@{#502728} 32/64-bit. OS: Windows-10 What steps will reproduce the problem? 1. Launch chrome and open Incognito window. 2. Resize the Incognito window to it's extreme left. 3. Now, click on tabstrip to open new tab and observe. Unnecessary tabstrip gets blank. Tabstrip should not get blank. This is a Windows-10 specific regression issue, broken in M-54 series, below is manual regression range. Good build: 54.0.2824.0 Bad build: 54.0.2825.0 You are probably looking for a change made after 410522 (known good), but no later than 410531 (first known bad).
