(Do not enable #enable-virtual-keyboard, do not enable A11y)
1.Checked <Show input options in the shelf>
2.Open opt-in menu in shelf -> Click HW button to open HW layout
3.Switch to another keyboard by press Ctrl+Shift+Space/Ctrl+Space


ACTUAL RESULTS
Keyboard goes to Main layout.

Note:
1.This issue does repro after enable #enable-virtual-keyboard (or enable A11y)
2.This issue also repro on 61.0.3163.70
9765.48.0 beta-channel caroline(video attached FYI).
