Issue description
Hello,
Some text that I highlight to be copied will not copy. This issue start when the company switch over to gmail. I bugged random pops up and it is preventing me from doing my job efficiently. I have cleared my cache several time and have restarted the browser but the issue still persist.
I am able to copy from other browsers and from my desktop and paste into chrome.

Unable to reproduce the issue on latest stable 61.0.3163.91 and on latest canary 63.0.3220.0 with the below mentioned steps on Windows 10. 1.Opened web page/gmail account page. 2.Highlited some text to copy 3.Pasted the copied text @Reporter: Could you please let us know the version on which you are facing the issue and from where you are trying to copy and paste, i.e.,from web page to note pad or vice-versa, or from one web page to another or from other windows application. Thanks!

Does it affect the URL bar, web content (e.g. gmail), or both? Does this affect all web apps, or just gmail? Are you able to select text, and it just doesn't appear on the clipboard? Are you copying using keyboard shortcuts, right-click menu, or Chrome's menu?
