ext4: Add UMA stats for ext4 unclean state

Issue description

We don't have that many UMA stats on file system corruption in the field.

from sonnyrao:
1) count recoveries on stateful and encstateful
2) count "mounting fs with errors" for stateful and encstateful
3) count errors since last fsck from ext4 superblock

Add histograms "Platform.Filesystem" for Chrome OS

Report mount errors for stateful and encrypted stateful partitions:
- when kernel needs to do recovery at boot,
- when mount reports that fcsk is needed to cleanup filesystem,
- number of error reported by the kernel for a filesystem.

The actual part which sends the UMA stat seems to be:

and I see the stats being collecting.
