Omnibox disappears on refresh when viewport is narrow

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. Make viewport narrow
2. Refresh page
3. Observe omnibox has disappeared

Note: this behavior is intermittent. Some factors which may influence:
• Number of extensions
• Bookmark bar on or off
• Number of tabs

Note also: moving a tab from the affected window to a new window resolves the issue for that tab on (tabs in the original window remain affected)

What is the expected behavior?
Omnibox does not disappear (or at least re-appears when the viewport is made wide again)

What went wrong?
The omnibox disappeared and did not re-appear when making the viewport wider.

Did this work before? Yes 

Chrome version: 60.0.3112.113  Channel: n/a
OS Version: OS X 10.12.6
Flash Version: 

This bug was apparently fixed before in https://bugs.chromium.org/p/chromium/issues/detail?id=463905

How consistently can you repro this? I know you said it was intermittent, but is it intermittently often or relatively rare?

If it's relatively often, is there any chance you could include a screenshot of the pre-refresh, small viewport state?

To clarify, this would be #2 from above, but *before* refreshing
