color: First window opened is not color correct

Issue description

Chrome Version: 61.0.3163.91
OS: Windows, Linux

What steps will reproduce the problem?
(1) Start chrome with a color profile
(2) Note that the first window opened isn't color corrected
(3) Open a new window
(4) Note that the second window opened is color corrected

This is fixed now. Bisected to
