Option "Input language is Chinese" of Zhuyin&Pinyin cannot be changed from opt-in menu

REPRO STEPS:
1.Checked <Show input options in the shelf>
2.Switch to Zhuyin input method
3.Open opt-in menu in shelf 
4.Click on the option <Input language is Chinese>


ACTUAL RESULTS
No any response


Note:
1.This issue also repro for Zhuyin A11y.
2.This issue also repro for Pinyin input view (not Pinyin A11y).
3.This issue does not repro on 61.0.3163.70
9765.48.0 beta-channel caroline(video attached FYI).
