Zhuyin display compact layout in A11y keyboard with going to HW panel -> HIde vk -> Back

9/19's special 60 version

version 60.0.3112.114 (officail build) unknown (64 bit)
Platform  9592。91。0 （official build) dev-channel clapper test 
Firmware Google_Clapper.5216.199.7

Steps：
1.Switch to zhuyin A11y keyboard 
2.Open HW panel , hide keyboard then restored vk
3.Check keyboard UI

Actual:
Will display compact layout ,refers to screenshot

Note:
1.If open Emoji panel ,this issue not repro
2.Also repro in 61 version;

but still repro in 61 version;
