Improve link rel {prefetch, preload} test coverage.

Link rel prefetch (and preload) are lightly tested in Chrome. For instance, we have a single browser test for link rel preload, and only a few web platform tests.

This is indirectly the cause of crbug.com/758597.

Yoav, are there any plans to upstream http/tests/preload to WPT?

Many of the tests there were already upstreamed to https://github.com/w3c/web-platform-tests/tree/master/preload but never cleaned up...
