Active application indicator dots are missing from app icons in tray |

Issue descriptionChrome Version: 63.0.3218.0 OS: ChromeOS Pixel What steps will reproduce the problem? (1) Launch one or more tabs and/or Chrome apps. What is the expected result? Tray area icons for Chrome, and the apps, have an indicator underneath to show that they are running. What happens instead? None of the shelf icons have any indicators underneath.
