[Candy] Device resumes automatically when suspended using terminal commands when USB headphones are plugged

Issue description

Chrome Version: 60.0.3112.114
OS: 9592.96.0 (Official Build) stable-channel candy

What steps will reproduce the problem?
(1) Sign in to device
(2) Plug in any USB headphones
(3) Suspend the device using terminal commands ('powerd_dbus_suspend' OR 'sudo set_short_powerd_timeouts') 

What is the expected result?
Device should stay suspended until manually resumed

What happens instead?
Device resumes automatically (tried with 2 different USB headphones and see the issue)

USB Headphones:  Microsoft & iMicro SP-IM320

Unable to reproduce later in the day.  Closing for now and will reopen if issue is seen later.
