Turn OFF PlzNavigate for WebView in 62 Stable

Android WebView doesn't use Finch so we need to make sure to disable PlzNavigate in M62 before it goes to Stable.

Just to be clear, I should enable for *beta* ( issue 765250 ), and disable for *stable* if we don't resolve all major issues. Am I understanding clearly?

I saw your email, I'm clear on the plan. Sounds good, thanks!

I will remove WebView's PlzNavigate flag in M62 before stable unless I hear otherwise.

This is currently reverted. I'll ping this bug again if I reland.

I don't think we're landing this in M62 beta, so I'm closing this (no work to do here).
