[Stable Play] Text on website becomes tiny and text scaling is not working |

Issue descriptionChrome Version: 60.0.3112.116, 61.0.3163.81 OS: Android What steps will reproduce the problem? Device: Galaxy J5/MMB29, Galaxy Note 5/NRD90M 1. Start Chrome and visit ' http://www.mbasurvey.ca/intweb.dll/online/SOM_QC/R8844/PIN=102614594000', www.wikipedia.org web sites 2. Force Enable Zoom from Accessibility 3. Zoom in and zoom out with no issue. - Not able to repro w/ 60.0.3112.116 - Not able to repro w/ 61.0.3163.83

Able to reproduce the issue in Android. Observed that text scaling is not working. Steps Followed: --------------- 1. Launched Browser 2. Navigated to https://www.eps.go.kr/ph/index.html or https://en.wikipedia.org/wiki/Main_Page 3. Navigate to chrome://settings>>Accessibility changed the Text scaling(50% - 200% & 200% - 50%) Observed that text scaling is not working. Chrome versions tested: #60.0.3112.116 #62.0.3202.19 #63.0.3220.0 OS Android 6.0.1 & 7.1.2 Android Devices: 6.0.1: SM-J710F Build/MMB29K , 7.1.2: Pixel XL Build/N2G48E This is a Non-Regression issue since seeing this from M56 #56.0.2924.87.
