autotest staging test failing consistently

staging test has been failing frequently over the weekend. This is blocking a prod push.

Failures not yet investigated.

The staging shard seems to have some issues. It takes a long time to login the server. I guess the quawks suite failure is caused by the server performance. Rebooting the shard will help. The staging shard seems to be super slow occasionally. For most of the time, we fix this by reboot. As we will replace the server soon in this week, let's see whether it will help with this issue. Pass to secondary to take a look of the CPU usage of the server and reboot it.

Action taken: 1) reboot the shard. 2) submit https://chrome-internal-review.googlesource.com/c/chromeos/chromeos-admin/+/457072 to fix missing devserver port.

Test_push passes now. Mark this as verified.
