Omnibox completion does not work sometimes

Issue descriptionSteps to reproduce the problem: 1. Open Chrome 2. Start typing something that should be completed by the Omnibox, such as "chrome://" What is the expected behavior? Omnibox completion results should be shown What went wrong? Sometimes, the Omnibox completion results do not show up at all even though chrome://omnibox gives the expected results (see screenshots). Started noticing this in 61, I think this is a regression. Did this work before? N/A Chrome version: 61.0.3163.81 Channel: stable OS Version: 6.0.1 Flash Version: Site suggestions disabled

I think this may be a duplicate of issue 764749 based on the description of https://chromium.googlesource.com/chromium/src/+/10014e8cf7b32206e26bf4f479d4ef84aa8e226f and because I can't reproduce after updating to 61.0.3163.98
