Steps to reproduce:
1. Launch chrome
2. Tap on mic icon in the tab page
3. Once GLIF animation is displayed lock the device
4. Unlock the device
5. Tap on the mic icon again

Observed results:
Notice that the voice search is not functional

Note: Only on the first tap the voice search is not functional, after step 5 close the GLIF animation and retap the mic icon the voice search will work fine

Voice search should be functional
