Webcam dropdown in flash remains empty since v61

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.90 Safari/537.36 OPR/47.0.2631.71

Steps to reproduce the problem:
1. Go to https://www.onlinemictest.com/webcam-test-in-adobe-flash/
2. Start the demo
3. The demo will remain black and when you open the Flash settings panel you'll see a blank dropdown rather than one with your webcam listed.

What is the expected behavior?
The webcam gets detected and the demo will show an image.

What went wrong?
The webcam doesn't seem to be fully detected. I've tried this issue on Windows as well, with an external webcam. When I unplug the webcam it correctly says "no camera's detected", when I do connect the camera the Flash dropdown is empty.

Did this work before? Yes 60.0.3112.114

Does this work in other browsers? N/A

Chrome version: 61.0.3163.91  Channel: stable
OS Version: OS X 10.12.6
Flash Version: 27.0.0.130

This doesn't seem to happen on all computers. We've mostly seen it occur after updating from version 60 to version 61 and rebooting the computer.

I tried the following versions and they all worked fine.
Linux 62.0.3202.18
Mac 60.0.3112.90
Mac 62.0.3186.0 
Mac 61.0.3163.91

The Mac was listed as "MacBook Pro (Retina 15-inch Late 2013)". OS version is 10.12.6.

Can you provide more details about the hardware you were using?

I was reporting this on behalf of our developers, it looks like I made a slight mistake, the issue occurs under Windows, not on Mac. Apologies for the confusion.

Can you provide details about the webcam you are using?

Also, if possible, paste the output of the "Video Capture" tab from chrome://media-internals from both M60 and M61.

If you are aware of any constraints being passed to getUserMedia, it would be good to provide them as well.

Mac triage: closing old issue without feedback or repro.
