What steps will reproduce the problem?
(1)Launch Chrome, go to chrome://settings/manageAccessibility ->Mouse and touchpad section
(2)Enable the toggle button near 'Show large mouse cursor'
(3)Now zoom the page to 33% and Observe the sliderbar(kindly refer video)

Actual: SliderBar gets vanished at 33%
Expected:Instead, it should be seen

This is a Regression issue as same is working fine in 63.0.3207.0/9920.0.0 dev channel Reks

Note: Issue is not seen in Linux,Windows OS
