Handle Background Fetch in WebView

Background Fetch currently is not supported WebView and so will not function correctly.

Before we ship, we should either:
a) Enable support for it directly.
b) Explicitly disable it so that WebView does not act if it exists with fetches mysteriously failing.

We'll take option (b), as this boils down to the same reason that the Push API, Notification API, Background Sync and co are not supported: they need input from the hosting app, for which we need a dedicated mechanism.
