title disappears after cancelled reload

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. Open some web page that tries to prevent reload, with dev console CLOSED
2. Try to reload tab
3. Confirmation appears, press "Don't reload"
4. Page title in tab disappears, and tab is named by page URL

What is the expected behavior?
Page title remains the same as it was before

What went wrong?
Page title on tab must not disappear.

Did this work before? N/A 

Chrome version: 60.0.3112.113  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

Incorrect behavior is reproducible when no dev console active. With dev console opened - page title on tab stays like it should. When I open dev console after bug triggered - no title will be displayed. DOM node in html>head>title is still present, in console: "document.title" shows correct page title.

Unable to reproduce this issue on Windows-10 using chrome latest stable #61.0.3163.91 by following steps mentioned below.

1. Navigated to https://bugs.chromium.org/p/chromium/issues/detail?id=766072
2. Typed some text in the comment section
3. Clicked on reload button
4. Confirmation dialog appears saying Don't reload page and clicked on it
5. Observed page tittle is seen as expected

dzlygin@ Are you able to reproduce this crash consistently including incognito mode? Please recheck this issue by upgrading your chrome to latest stable #61.0.3163.91 and create a new profile under chrome://settings with no apps or extensions in your browser. If issue still persists please provide sample test file or URL to check this issue from Chrome-TE end.

this page triggers error as well, Win7 x64, Chrome 60.0.3112.113 (Official Build) (64-bit)

Win7, Chrome 61.0.3163.91 (Official Build) (64-bit) is also affected.

Also tried to check on the two another systems, one with Win7 (x64) and another with Win10 (x64). Bug reproduced on them too.

Able to reproduce the issue on reported version #60.0.3112.113, latest stable #61.0.3163.100 and  latest Canary#63.0.3235.0 on windows 10 and ubuntu 14.04 with the steps mentioned below.
1. Navigated to https://bugs.chromium.org/p/chromium/issues/detail?id=766072
2. Typed some text in the comment section
3. Clicked on reload button
4. Confirmation dialog appears saying Don't reload page and clicked on it
5. Page title in tab disappears, and tab is named by page URL.

Issue is not reproducible on Mac 10.12.6.

This is a Non-Regression issue seen from M50-50.0.2624.0. Hence, marking it as untriaged.
