Desktop notification prompt blocks user input

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. Be prompted to show notifications by a website

What is the expected behavior?

What went wrong?
Ctrl-Tab does not work

Did this work before? No 

Chrome version: 60.0.3112.113  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 27.0 r0

Modern websites are increasingly asking for permission to spam you with background notifications. This notification obscures part of the web page and blocks keyboard tab switching.

Unable to reproduce this issue on Windows-10 using chrome latest stable #61.0.3163.79 by following steps mentioned below.

1. Navigated to https://framework.realtime.co/demo/web-push/
2. Clicked on send notification multiple times
3. Pressed chrome short cut keys like Ctrl+Tab, Ctrl+T, Ctrl+Shift+N
4. Able to perform operations accordingly without any blocking

Reporter@ - Are you able to reproduce this crash consistently including incognito mode? Please recheck this issue by upgrading your chrome to latest stable #61.0.3163.79 and create a new profile under chrome://settings with no apps or extensions in your browser.

After further testing, it appears that focusing the webpage will allow keyboard shortcuts. Switching back to the tab focuses the prompt dialog again. Simply opening the web page displays the prompt and blocks input.

Tested this issue on Windows 7 using chrome version stable #61.0.3163.100,canary #63.0.3236.0 and unable to reproduce the issue

Steps included are:

1. Navigated to https://pushify.com/
2. Clicked on send notification 
3. Pressed chrome short cut keys like Ctrl+Tab, Ctrl+T, Ctrl+Shift+N
4. Able to perform operations accordingly without any blocking
