No response when click Emoji button from opt-in menu for special steps

REPRO STEPS:
(Do not enable #enable-virtual-keyboard, do not enable A11y)
1.Checked <Show input options in the shelf>
2.Open opt-in menu in shelf 
3.Select Emoji button


ACTUAL RESULTS
No response: A11y is enabled automatically, but the Emoji layout still not pops up.

Note:
1.This issue not repro for HW button
2.This issue does not repro on 61.0.3163.70
