Emoji,HW,Settings buttons missing from Menu list for special steps

REPRO STEPS:
(Do not enable #enable-virtual-keyboard, do not enable A11y)
1.Checked <Show input options in the shelf>
2.Open opt-in menu in shelf -> Select Voiceinput button -> Click on the keyboard to stop voice input -> Return to Main keyboard
3.Open Menu list


ACTUAL RESULTS
Emoji, HW, Settings buttons missing from the Menu list(Video attached)

Note:
This issue does not repro on 61.0.3163.70
9765.48.0 beta-channel caroline(video attached FYI).
