Scrolling is laggy / slow

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Example URL:
http://www.webtoons.com/en/action/the-god-of-high-school/ep-125/viewer?title_no=66&episode_no=125

Steps to reproduce the problem:
1. Open the URL I submitted above
2. Try to scroll
3. Observe jerkyness

What is the expected behavior?
Scrolling behavior to occur within milliseconds of the scroll wheel being moved.

What went wrong?
Scrolling is very laggy and does not move smoothly.  Tested with both a wireless mouse and trackpad.  The issue does not occur on the same exact webpage in Microsoft Edge.

Does it occur on multiple sites: No

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 60.0.3112.113  Channel: dev
OS Version: 10.0
Flash Version: Unknown

I'm pretty sure this has worked before because I don't recall it bothering me the first time I visited this website.

It may occur on other websites of suitably large content, but I could not find any similar sites within a reasonable amount of time.  The issue does not occur on http://www.onemilescroll.com/ so perhaps it has something to do with the images?

Unable to reproduce the issue on reported version 60.0.3112.113 , Latest Stable 61.0.3163.79 and Latest Canary 63.0.3218.0 using Windows 7, Ubuntu 14.04 and Mac 10.12.1.

Could you please re-try the scenario by creating a new profile without any extensions or apps.

Please follow below steps to create a New profile
(i). Launch chrome>>Press Alt+E>>Settings)
(ii).Under the section headed People, Click on link Manage other people>>Add person 
2. Welcome page opens>> Now hit the given link provided in the original comment

If the issue still persist please provide your observation that would help us in further triaging of the issue 
Issue does not persist when given a different profile (used my school profile and Guest)

Interestingly, the issue persisted when I disabled all extensions, so it's not those.  Weird...  Maybe it's the number of tabs* I have open?  Could that affect this?

Have you tried going into chrome://flags and selecting Reset to Default?
I have now.  The issue persists, unfortunately.

Unable to reproduce this issue on 60.0.3112.113 and on latest canary 63.0.3227.0 using windows 10 with steps mentioned in comment#0. Attaching screencast for reference.

@Reporter: Could you please try checking incognito mode and on latest canary, and let know it's behavior. You can download canary build from https://www.chromium.org/getting-involved/dev-channel. 
If the issue still persists, please attach the chrome://gpu details

Incognito mode appears to be immune to this bug.  I wonder what the problem could be on my profile... I have a few extensions installed, but the problem persists while they are disabled.

I downloaded canary and the issue does not occur, even after syncing all of my settings, extensions, themes, etc.

I've attached the GPU pages for each, just in case there is something I can do to clear up the issue without using canary.

(Note you'll want to make sure you dont' have any sensitive info open as the trace will provide tab names and urls)
I can.  The documentation you linked seems a little outdated as it did not exactly match the options I was presented when navigating the chrome://tracing.  I believe I have selected the proper settings regardless, as it was not extremely different.

Thanks. Looking into the trace, the page is executing ~250ms of Javascript on each frame so that's definitely going to run badly but it doesn't seem like an issue with Chrome. The curious thing is why this only happens on your profile.

One guess might be the page itself is running an A/B test on users and your profile got opted into the slow side? Have you tried clearing cookies/cache?

Another might be a Chrome experiment but then we'd be seeing it on other pages/bugs. Could you paste what's under "Variations" in chrome://version so I can take a look?

Another thing to check, when you disabled extensions did you refresh the page before trying? Extension would make the most sense based on the symptoms...
That fixed it.  I deleted all cookies for webtoons and the problem went away.  THanks!  I'll close this issue now, if I have permission to.
