Escape key should close alert

Project Member Reported by owe...@chromium.org, Sep 17 2017

Issue description

Chrome Version: Version 60.0.3112.113 (Official Build) (64-bit)
OS: macOS

What steps will reproduce the problem?
(1) Open the console on any page, type alert('hi')
(2) See dialog and press escape

What is the expected result? Dialog should close

What happens instead? Dialog doesn't close

I find spammy sites often pop up alerts, which leads me to attempt some combination of esc + cmd+w to get out of them, but regularly find I need to dismiss the dialog by clicking OK before I can use cmd+w again.

Misc suggestion: if the user presses cmd+w twice while a dialog is showing, we should actually just close the tab.

esc closing open dialogs makes sense to me. Although, I'd tweak to say that cmd+w once while the dialog is showing should close the tab.
