Specified window size is ignored when detaching a tab

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. install the attached extension
2. make sure the browser window has at least two tab; open a new tab if needed
3. click any tab title and drag it to the center of the screen

What is the expected behavior?
The window should be sized to 500x500 px and keep the size while being dragged

What went wrong?
The window changes its size between the original and 500x500 px while being dragged

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 61.0.3163.91  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 26.0 r0

The original issue 251813 was abandoned for several years and eventually closed due to inactivity of the assigned developer. No one pays attention to the comments in that issue, hence I'm submitting this issue with a simple test case.

Regarding "Does this work in other browsers? Yes", Firefox simply doesn't display the new window while the tab is detached and dragged, it only displays a thumbnail, so it doesn't suffer from the problem.

Tested the issue on 60.0.3112.113, on latest stable 61.0.3163.91 and on latest canary 63.0.3218.0 using Windows 10, Ubuntu 14.04 and is reproducible with steps mentioned in comment#0. Attaching screencast for reference.

This issue is seen from M50 -50.0.2661.0. Hence marking as Untriaged for further inputs.

NOTE:This issue is not seen in Mac 10.12.1
