New Tab does not work

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.91 Safari/537.36

Steps to reproduce the problem:
1. Right click on a url within a page or on a black page hit new tab or Control T.
2. Instead of a new tab opening, the url within a page will open in the same browser tab. 
3. Uninstalled and re-installed Chrome. Created a new user profile on Win10. Same issue persists.

What is the expected behavior?
New tabs open allowing a user to browse multiple pages at a time instead of one page at a time.

What went wrong?
New install of Win 10 RS2 Professional on a VMWare 12.5.7 workstation build. New tabs in chrome don't work since install.

On an existing page, if i choose new tab from the top of the browser, a blank session will open with the previous page lost. I can't even hit back to go back to the previous session.

Did this work before? N/A

OS Version: 10.0

Able to reproduce the issue on Ubuntu 14.04, windows-7, Mac-10.12.6  using chrome reported version: 61.0.3163.91, and latest Canary 63.0.3218.0.
This issue is seen from M50 i.e; 50.0.2661.0. Hence marking as Untriaged.
