Cannot download files with long (>= 245 byte) filenames on Linux

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.91 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. On Linux, visit https://ludios.org/long-filenames/
2. Click on 245xxx... (or higher) to download it
3. Observe "Failed - Download Error" in the downloads bar

What is the expected behavior?

What went wrong?
File fails to download

Did this work before? N/A 

Chrome version: 63.0.3213.3  Channel: dev
OS Version: Ubuntu 16.04
Flash Version: 

If bug does not repro, try clicking 255xxx...

This happens on other websites as well, I just set that up as a test page.

Tested the issue on reported version 63.0.3213.3, on latest stable 61.0.3163.91 and on latest canary 63.0.3218.0 using Windows 10, Ubuntu 14.04 and is reproducible with steps mentioned in comment#0. The issue is not reproducible on Mac 10.12.6 on the latest canary (63.0.3218.0) .

This is a non-regression issue seen from M50 i.e; 50.0.2634.0 Hence, marking as Untriaged.
