How to backup and version control my configuration settings? (enhancement request)

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.91 Safari/537.36

Steps to reproduce the problem:
On OSX, my user data directory is 512MB. Most of that is in the default folder (204M in cache, 187M in extensions).

In general, there seem to be a fair number binary files in this folder and there doesn't seem to be a separation from system settings and user settings.

I would like to be able to set my settings in a text file in a way which overrides underlying system settings. That way it would be easy to backup a simple, small file which reflects on my personal configurations. It would also make it easier for me to share and script setting configuration.

Lots of developer tools have this type of feature, e.g. Sublime Text or VS Code - let me know if I'm missing something. 

Also, it seems like the administrator tools might work for this altho it doesn't seem very user-friendly.

What is the expected behavior?

What went wrong?
UX for settings management is not up to what I'd expect for such an important developer tool.

Administrator tools meaning policy lists and such described at https://www.chromium.org/administrators
After digging a bit deeper and finding https://www.chromium.org/administrators/configuring-other-preferences it seems that the file I'm looking for is Preferences.

However, Preferences seems to mix a lot of state that changes often (e.g., devtools has "currentDockState", "edited_files") which makes it difficult to put under version control.

I'd like to be able to version control the static configuration - the stuff that doesn't change very often.
Note: I originally put this as Component UI since there is UI->Settings which seems sort of similar, but it's more about UX than UI.

CC'ed Eli to keep track of feature requests.

As far as I understand, this is not very likely to be implemented anytime soon. Bumping down priority and keeping this open to collect similar requests.

There may be viable ways to put subset of preferences in VCS without changing Chrome. IUUC, filtering contents of preferences file and versioning only filtered part could work. This way you can select which preferences you want to put in VCS. If it were implemented in Chrome, selecting a subset of preferences that would fit all users of this feature could be unfeasible.
Thank you for the kind feedback. While it's probably unrealistic for an outsider to contribute this type of feature as I imagine it would touch all sorts of stuff, I'm nevertheless curious as to whether a pull request would be welcome.
