Do you mean the address bar?
If the page is longer than the screen, you can hide the address bar by swiping down, then up.

Comment 3 by serra...@gmail.com, Sep 16 2017

Nope I mean black sad stripe in the top, look into the screenshot 1 and 2 without it. In safari it’s white so I never noticed it but in android without root I can hide it but keyboard not work.
Can I force enable fullscreen via modding original apps manifest.xml? Found some info but after compiling and signing can’t install it.

The feature you want is called Immersive Mode.
Chrome only enables it in fullscreen video player.

Looks like you can enforce it for Chrome globally even without root:

Wow its work but it can work only for one app in a time if try with another previous resetting.
Fun fact I did it for whole system before but only for Navbar. Didnt know what it can work for separate app, thank you Man.
For chrome
settings put global policy_control immersive.full=com.android.chrome

This will immersive for navbar
settings put global policy_control immersive.navigation=*
systembar
adb shell settings put global policy_control immersive.status=*
full
adb shell settings put global policy_control immersive.full=*
reverting back
adb shell settings put global policy_control null*
