Tabs opened via middle click do not load until foregrounded

Issue description

Chrome Version       : 63.0.3213.3
OS Version: 10.0


Starting tonight (not sure how recently my Dev channel upgraded), tabs opened in the background (via middle click) do not load until foregrounded.  They display "Loading..." with the backwards grey "load pending" throbber until clicked on.

Have tested multiple kinds of pages from multiple different origin sites.

@3: The problem isn't reproducing at the moment, so it seems likely it's related to an experiment that was on when I filed the bug and is not on now.

When I was seeing this, I agree with your symptoms as reported on the other bug: background tabs simply wouldn't load at all, they weren't just serialized.

(That said, I really dislike the idea of aggressively serializing background tab loading on desktop... but it's out of scope to debate that here.)

Re #5: I just filed a  bug 770013  to provide an option to disable this feature for power users.
