Steps to reproduce the problem:
1. Open your chromebook
2. Open any android app 
3. Try to maximize and you will get a message telling you that to complete this action the  app needs to restart

What is the expected behavior?
In step 2 the app is supposed to open in full screen
In step 3 maximize should occur without any restart

What went wrong?
